Mexico's electronic customs value declaration: check your deadline

Mexico's MVE transition follows a different schedule for each customs procedure. See the SAT advance publication and prepare your import records.

On October 2, SAT announced an extension to October 31, 2026, for Mexico's electronic customs value declaration, known as MVE. The announcement appears in the authority's official press archive. Importers also need to check the schedule for their customs procedure, since different operations have different dates.

For a U.S. supplier shipping to Mexico, the practical question is whether the Mexican importer has what it needs before the truck leaves. A date on a calendar cannot answer that on its own.

The schedule by customs procedure

SAT's first advance version of the Third Resolution of Amendments to the 2026 General Foreign Trade Rules provides the following dates for applicable operations:

What your Mexican importer will want to review

MVE brings together information about the customs value of goods entering Mexico through the country's Single Window system. SAT describes its purpose in its implementation announcement.

The preparation work often involves several people on both sides of the border. Purchasing has the order. Finance has the payment record. The freight provider has the transport charges. Start by putting those records in one place.

The following is a working list for a review, rather than a statement of every legal requirement:

Ask whether a colleague can trace each amount without searching through an email thread. If transport is included in the supplier's invoice, identify the route it covers. If the supplier has corrected the invoice, make sure the customs team has the latest version. Give each unresolved item an owner.

Try it with one recent shipment

Choose a completed purchase and rebuild the file with your Mexican customer or subsidiary. Match the order, invoice, agreed terms and logistics charges. This is a useful way to discover gaps before they affect another shipment.

Consider a machinery purchase with one invoice for the equipment and another from a freight company. A good working file makes both easy to find and identifies who will confirm their treatment. It does not decide which amounts belong in customs value; that assessment still needs to be made for the transaction.

If something cannot be explained, put it on a short action list with a due date. Share that list with purchasing and the broker so everyone sees what remains open.
